2024-2026 General Rules

I. CONTEST OPERATIONS

A. ALL VEHICLES MUST BE REGISTERED WITH INTERSTATE TRUCK AND TRACTOR PULLERS TO RECIEVE ITTP POINTS AND PURSE MONEY. NO EXCEPTIONS.

 

B. A VEHICLE CAN NOT BE REGISTERED FOR POINTS IN TWO CLASSES. All 4X4 TRUCKS WILL BE REGISTERED WITH ITTP FOR ONE CLASS ONLY, AND PULL IN THAT CLASS ONLY.

 

C.THE ITTP MEMBERSHIP CARD SHOWING THE VEHICLE NUMBER MUST BE PRESENTED WHEN REGISTERING THE VEHICLE. EACH PULLER MUST DRAW A RANDOM NUMBER FOR EACH VEHICLE INDIVIDUALLY AND BE ASSIGNED TO THE VEHICLE IT WAS DRAWN FOR. NO PULLING GROUPS OF NUMBERS AND ASSIGNING THEM TO THE VEHICLE YOU WANT.

 

 

 

D. REGISTRATION FEES: REGULAR MEMBERS-$50.00 IF PAID BEFORE APRIL 15TH. $100.00 IF PAID AFTER APRIL 15TH. ASSOCIATE MEMBERS ARE 25.00 (ANYONE NOT PULLING) NO POINTS ARE AWARDED TO PULLERS SIGNING UP AFTER APRIL 15TH.

 

 

 

E. DECISIONS OF THE TRACK OFFICIALS ARE FINAL. ANY COMPETITOR WHO ATTEMPTS TO SWAY THE THE DECISION OF ANY OFFICIAL BY TALKING TO THE OFFICIALS,SLED OPERATOR,OR THE PROMOTER IS SUBJECT TO DISQUALIFICATION FROM THE CLASS.

 

 

 

F. VEHICLES MAY ONLY PULL ONCE PER CLASS,EXCEPTION: THE FIRST PULLER HAS THE OPTION OF ACCEPTING OR NOT ACCEPTING THE FIRST PULL.iF THE PULLER OPTS TO NOT ACCEPT THE PULL, THE PULLER MAY REPULL IMMEDIATELY OR DROP TO FITH PLACE AND REPULL. THE FIRST PULLER HAS THE OPTION OF RETURNING, EVEN IF THE FIRST PULL RESULTS IN A DISQUALIFICATION OF THAT PULL. IF THE SLED IS RESET THE PULLER WHO HAD PREVIOUSLY PULLED MUST DROP TO LAST ANd PULL IN THE SAME ORDER AS THE FIRST ATTEMPT AFTER THE REMAINING PULLERS HAVE PULLED. 

G. DURING A PULL OFF ONLY ONE ATTEMPT PER VEHICLE.  PULLERS MUST PULL IN THE ORDER PREVIOUSLY PULLED.

H. WHEN A VEHICLE IS UNDER THE GREEN FLAG ONLY TRACK OFFICIAL(S) ALLOWED ON THE TRACK.

I. THE SAME FLAG PERSON SHALL WORK FOR AN ENTIRE CLASS TO ASSURE CONSISTENT AND EQUAL TREATMENT FOR ALL COMPETITORS IN THAT CLASS.

J. CONTESTANTS MUST BE 16 YEARS OLD TO COMPETE IN ANY ITTP SANCTIONED CLASS.

K. SHOES, SHIRTS, AND LONG PANTS MUST BE WORN WHILE PULLING.

L. ABSOLUTELY NO ALCOHOL PERMITTED ON GROUNDS AND NO CONSUMPTION OF ALCOHOL IS PERMITTED BY DRIVERS OR CREW MEMBERS, EITHER BEFORE OR DURING THE PULL.

M. ALL PULLING VEHICLES MUST BE EQUIPPED WITH EITHER A HALON TYPE OR A MINIMUM OF A 2-1/2 LB DRY CHEMICAL TYPE FIRE EXTINGUISHER, FULLY CHARGED AND IN WORKING CONDITION, EASILY ACCESSED BY THE DRIVER WHILE SEATED IN THE DRIVERS SEAT.

N. TECH OFFICIAL(S) MAY TECH/INSPECT VEHICLES AT ANY TIME BEFORE OR DURING THE EVENT.

O. REGISTRATION FEE FOR ALL ITTP SANCTIONED CLASSES IS $20.00.  THIS INCLUDES A $7.00 FEE THAT GOES IN THE POINTS FUND FOR END OF YEAR AWARDS. $13.00 GOES TO THE PROMOTER.

P. INSURANCE AND SANCTION FEE OF $850 FOR THE FIRST PULL EVENT AND $450 FOR EACH ADDITIONAL PULLING EVENT WITHIN A 10 DAY PERIOD, HELD BY THE SAME ORGINZATION, AND AT THE SAME LOCATION, MUST BE PAID BY MARCH 15. iN THE EVENT OF A RAIN OUT $400 WILL BE RETURNED OR CREDITED TO THE ORGINIZATION FOR THE FIRST PULL AND $200 FOR THE ADDITIONAL DAYS AT THE SAME EVENT.

CONTEST PROCEDURES

A. ALL PULLS MUST START WITH A TIGHT CHAIN.

B. EACH PULLER WILL BE ALLOWED TWO ATTEMPTS TO MAKE A MEASURABLE PULL

1. AN ATTEMPT IS DEFINED AS MOVING THE SLED MORE THAN 12 INCHES.

2. DURING THE FIRST ATTEMPT, IF THE PULLER LETS OFF THE THROTTLE BEFORE GOING 75 FEET THE PULLER WILL GET A SECOND ATTEMPT, EVEN IF THE VEHICLE STOPS BEYONDTHE 75 FOOT MARK. THE PULLER MUST RETURN IMMEDIATELY. IN THE EVENT OF BREAKAGE THE PULLER MUST DROP TO LAST PLACE AND BE SUBJECT TO THE 6 MINUTE RULE FOR THE LAST PULLER.

3. IF NO ATTEMPT TO BACK OFF THE THROTTLE IS MADE BEFORE THE 75 FOOT MARK, NO SECOND ATTEMP WILL BE GRANTED. NOTE:DRIVER IS NOT TO BRAKE HARD STOP, BUT TO COME TO A SMOOTH SAFE STOP.

C. JERKING THE SLED TO CAUSE SLACK IN THE CHAIN WILL BE GROUNDS FOR DISQUALIFICATION. THIS ALSO MEANS THAT NO SHIFTING GEARS IN A MANUAL TRANSMISSION WHILE PULLING.

D. THE PULLER HAS THE PRIVELEGE OF, AND RESPONSIBILITY FOR SPOTTING THE SLED FOR BOTH PULL ATTEMPTS.  THE PULLER MUST NOTIFY THE PULL-BACK OPERATOR/SLED OPERATOR AS TO WHERE TO PLACE THE SLED. THE USE OF A CREW MEMBER IS RECOMMENDED TO EXPEDITE THE SHOW.

E. ALL PULLS MADE DURING THE CONTEST WILL BE MEASURED TO WITHIN THE NEAREST INCH FROM A POINT ON THE SLED WHERE THE SLED STOPS. TAPE MEASURE, LASER MEASUREMENT,OR AG-TRONICS TYPE MEASUREMENT IS ALLOWED.

F. THE PULLING VEHICLE MUST REMAIN WITHIN THE CHALKED BOUNDARIES OF THE CONTEST COURSE DURING THE PULL. IF THE THE TRACK IS CHALKED BEYOND 315 FEET PULLING VEHICLE MUST REMAIN WITHIN THE CHALKED BOUNDRIES. 

G. THE PULLING VEHICLE MUST START ON ITS OWN POWER AND DRIVE ON AND OFF THE TRACK, UNLESS BREAKAGE OCCURS.

H. THE PULLING VEHICLE MUST HAVE A WORKING REVERSE GEAR AND BACK UP TO THE SLED UNDER ITS OWN POWER.

I. PULLERS MUST PULL AT POSITION DRAWN WITHIN 3 MINUTES OF TIME SLED IS READY. DELAY WILL MEAN DISQUALIFICATION. IF OFFICIALS ARE NOTIFIED OF PROBLEMS, PRIOR TO PULLERS TIME SLOT, PULLER WILL BE DROPPED TO LAST PLACE TO PULL.

J. IF THE LAST PULLER IN A CLASS HAS MECHANICAL PROBLEMS, THEY WILL BE ALLOWED 6 MINUTES TO HOOK AND MAKE AN ATTEMPT.

K. DRIVER MUST OBEY THE FLAG PERSON AT ALL TIMES PULL WILL BE FLAGGED WHEN FORWARD MOTION STOPS.

L. A VEHICLE WILL BE ALLOWED TO RE-PULL IMMEDIATELY OR DROP TO LAST POSITION IF THE KILL SWITCH OR SHUTOFF IS PULLED UNINTENTIONALLY, WHEN LOCATED IN A LEGAL POSITION, AND IS PULLED WHILE THE ITTP-SUPPLIED NYLON STRAP (IF USED) IS BROKEN. TRACK/TECH OFFICIALS MUST FIND THE SWITCH OR SHUTOFF OPERATING PROPERLY. THE DECISION TO DROP MUST BE MADE BEFORE THE VEHICLE LEAVES THE TRACK. IT IS THE PULLERS RESPONSIBILITY TO SEE THAT THE SWITCH OR SHUTOFF IS CHECKED BY THE OFFICIAL BEFORE THE VEHICLE LEAVES THE TRACK.

III. CAUSES OF DISQUALIFICATION, FINES, SUSPENSION

A. ANY BALLAST WEIGHTS OR VEHICLE PARTS LOST WHILE UNDER THE GREEN FLAG EXCEPTION WEIGHTS/PARTS LOST DUE TO BREAKAGE. FINISH FLAGMAN HAS THE FINAL DECISION.

B. EXCESSIVE LOSS OF FLUID DURING A PULL. EXCESSIVE DEFINED AS A STEADY OR INTERMITTENT STREAM MORE THAN 8" DIAMETER.

C. VIOLATION OF ANY RULE.

D. ANY INTERFERENCE FROM DRIVERS, CREW, AND/OR FRIENDS/FAMILY AT WEIGHT-IN SCALES, TECH STATION(S), OR ON TRACK.

E. UNSPORTSMANLIKE CONDUCT.

F. LEAVING THE STARTING LINE WHILE UNDER THE RED FLAG.

G. NOT STOPPING WHEN FLAGGED TO STOP BY THE FLAG PERSON.

H. A COMPETENT OPERATOR NOT IN THE VEHICLE SEAT AT ANY TIME THE VEHICLE ENGINE IS STARTING OR RUNNING.

I. TRACTION CONTROL IS ILLEGAL IN ALL INTERSTATE CLASSES.

J. TECH OFFICIAL, WITH THE PERMISSION OF PRESIDENT DANNY FORRESTER, HAS THE RIGHT TO BAN A PULLER AND VEHICLE FOR 1 YEAR AND 10 DAYS FOR ANYTHING ILLEGAL ON THE VEHICLE. INTERFERENCE FROM THE DRIVER, OWNER OR CREW CAN CAUSE THE VEHICLE AND DRIVER TO BE DISQUALIFIED FOR A YEAR AND 10 DAYS.

IV. PROTESTS

A. ANY PULLER MEMBER COMPETING IN A PULLING EVENT MAY PROTEST THE LEGALITY OF ANOTHER CONTESTANTS VEHICLE ONLY FOR SOMETHING THAT CANNOT BE READILY SEEN.

B. PROTEST MUST BE IN WRITING AND DELIVERED TO THE ENTRY OFFICIAL BEFORE THE VEHICLE LEAVES THE EVENT/GROUNDS. PULLERS VEHICLE IS NOT TO LEAVE THE PULLING GROUNDS UNTIL THE PULL REPRESENTATIVE AND THE PROMOTER SAY SO. TEARDOWN PROCEDURE IS TO BE DECIDED BY THE PULL REP AND THE PROMOTER. PROMOTER AND REP SHOULD CALL DANNY FORRESTER WITH THE DETAILS OF THE TEARDOWN IF NEEDED.

C. PROTEST FEES:

1. ALL ITEMS OF PROTEST WHICH REQUIRE A TEAR DOWN SHALL BE $500.00.

2. FUEL VIOLATION PROTEST SHALL BE $100.00.

D. IF A VEHICLE IS FOUND TO BE ILLEGAL, THE PROTEST MONEY IS RETURNED TO THE PERSON MAKING THE PROTEST. IF THE VEHICLE IS FOUND TO BE LEGAL, THE PROTEST MONEY IS GIVEN TO THE PROTESTED VEHICLES OWNER.

E. ANY PULLER THAT IS FOUND RUNNING WITH AN OVERSIZED ENGINE,ILLEGAL HEADS AND/OR EQUIPMENT WILL BE FINED $500.00. FINES MUST BE PAID WITHIN 30 DAYS OR BEFORE THE VEHICLE HOOKS AGAIN AT ANY INTERSTATE PULL. ANY PULLER FOUND RUNNING ILLEGALLY WHEN PROTESTED WILL LOSE ALL INTERSTATE POINTS TO DATE. ANY PULLER FOUND RUNNING ILLEGALLY BY TECH OFFICIALS FOR ANY OTHER RULE INFRACTION(S) WILL LOOSE POINTS AND PURSE MONEY FOR THAT PULL.

F. PENALTIES FOR ANY FOUR WHEEL DRIVE TRUCK WITH AN OVERSIZE ENGINE:

1. DISQUALIFICATION FOR THAT EVENT.

2. LOSS OF POINTS TO DATE AND PURSE MONEY FOR THAT EVENT.

3. THE VEHICLE AND DRIVER WILL NOT BE PERMITTED TO PULL AT ITTP SANCTIONED EVENTS FOR 1 YEAR AND 10 DAYS FROM THE DATE OF THE INFRACTION.

G. TECH OFFICIAL(S) HAVE THE RIGHT TO TECH/INSPECT VEHICLES AT ANY TIME DURING THE EVENT.

V. EVENT PROCEDURES AND REQUIREMENTS

A. WITHDRAW/SCRATCH: TO RECEIVE A REFUND OF THE ENTRY FEE, THE PULLER IS REQUIRED TO NOTIFY THE ENTRY OFFICIAL OF WITHDRAW PRIOR TO THE START OF THE CLASS. IF THE PULLER DOES NOT OFFICIALLY WITHDRAW BEFORE THE START OF THE CLASS, THE PULLER FORFEITS ENTRY FEE. IF THE PULLER WITHDRAWLS OR SCRATCHES AND THE ENTRY FEE IS REFUNDED THEY WILL NOT RECIEVE ANY HOOK POINTS.

B. VEHICLE OPERATIONS:

1. ANY COMPETING VEHICLE IS NOT ALLOWED TO HAVE MORE THAN 2500 LBS. TOTAL ADDED WEIGHTS ON THE VEHICLE DURING COMPETITION. ADDED WEIGHTS INCLUDE HANG-ON OR BOLT-ON WEIGHTS & SUITCASE OR WHEEL WEIGHTS.

2. PULLING VEHICLES MUST BE OPERATED IN A SAFE MANNER WITHIN THE CONFINES OF THE EVENT (TRACK, PITS & STAGING AREA). EVENT OFFICIALS HAVE THE RIGHT TO STOP AND DISQUALIFY ANY VEHICLE JUDGED AS NOT BEING OPERATED IN A SAFE MANNER AT ANYTIME.

3. DRIVER MUST REMAIN SEATED WHILE THE VEHICLE IS UNDER THE GREEN FLAG AND MUST HAVE COMPLETE CONTROL OF THE VEHICLE AT ALL TIMES.

4. A COMPETENT OPERATOR MUST BE IN THE VEHICLE SEAT AT ANY TIME THE VEHICLE ENGINE IS STARTING OR RUNNING.

5. NO RIDERS ALLOWED IN/ON ANY VEHICLE BEING DRIVEN/TOWED IN THE PIT, TRACK OR STAGING AREA. THIS INCLUDES TOW TRACTORS, COMPETING VEHICLES, TOW BACK, AND MAINTENANCE EQUIPMENT OF ANY KIND.

6. ATVS AND GOLF CARTS MUST BE USED ONLY TO TOW COMPETING VEHICLES AND FOR TRANSPORTATION AROUND THE EVENT SITE. THEY ARE NOT TO BE OPERATED BY CHILDREN FOR PLEASURE RIDING. ATVS AND GOLF CARTS ARE TO BE USED AS TOOLS, NOT TOYS WHILE ON THE EVENT GROUNDS.

C. WEIGHING PROCEDURES

1. VEHICLES ENTERED IN A CLASS MUST BE OFFICIALLY WEIGHED PRIOR TO THE START OF THEIR CLASS.

2. OFFICIAL WEIGHT OF COMPETING VEHICLE SHALL BE DEFINED AS BEING THE WEIGHT OF THE VEHICLE WITH THE DRIVER ON THE VEHICLE. VEHICLE MUST BE READY TO COMPETE-FILLED WITH WATER, FUEL, AND OIL.

3. NO ADDING FUEL OR WIEGHTS WITHOUT BEING REWEIGHED.

4. NO VEHICLE THAT EXCEEDS CLASS WEIGHT WILL BE ALLOWED PAST SCALES UNLESS AGREED UPON BY THE ENTIRE CLASS AT THAT PULL.

5. COMPETING VEHICLES MUST CROSS THE SCALES BEFORE EACH CLASS AND MAY NOT WEIGH LESS THAT 500 LBS OF THE CLASS BEING PULLED. THE PROMOTER OF THE EVENT HAS THE OPTION OF WAIVING THIS REQUIREMENT BY POSTING A WRITTEN WAIVER INDICATING FOR WHICH CLASS(S) THE REQUIREMENT IS WAIVED.

D. DRAWBAR MEASUREMENT

1.IT IS THE PROMOTERS RESPONSIBILITY TO HAVE A CLEAN, CLEAR, AND LEVEL SURFACE TO MEASURE DRAWBARS. IT IS REQUIRED TO HAVE DRAWBAR MEASURING EQUIPMENT. NOT A TAPE MEASURE THROUGH THE HOOK HOLE. DRAWBARS ARE TO BE MEASURED FROM THE HOOK POINT REARWARD, MEASURED AT THE HIGHEST POINT.

2. DRAWBARS TO BE MEASURED PRIOR TO HOOKING. AFTER THAT TIME DRAWBAR CANNOT BE MOVED EXCEPT WHEN MORE THAN 200 LBS OF WEIGHT IS MOVED FORWARD OR REARWARD ON THE PULLING VEHICLE. DRAWBAR WILL BE MEASURED FROM

3. IF A COMPETITOR MOVES MORE THAN 200 LBS FORWARD FROM REAR OF PULLING VEHICLE, THAT VEHICLES DRAWBAR MAY BE REMEASURED AT THE DISCRETION OF THE TRACK OFFICIAL.

4. AIR PRESSURE IS NOT TO BE ALTERED IN TIRES AFTER DRAWBAR IS MEASURED. EXCEPTION-AIR MAY BE ADDED TO REFILL LEAKING TIRES. REMEASUREMENT IS REQUIRED.

5. ANY/ALL DRAWBARS ARE SUBJECT TO REMEASUREMENT AFTER THE PULL AT THE DISCRETION OF THE TRACK OFFICIALS.

E. SAFETY-SMOKING SHOULD BE RESTRICTED AROUND VEHICLES BEING REFUELED.

VI. POINTS ACCUMULATION

A. POINTS ARE AWARDED ONLY TO VEHICLES REGISTERED WITH A NUMBER WITH INTERSTATE TRUCK AND TRACTOR PULLERS.

B. POINTS SHALL BE AWARDED BASES UPON THE FINISH POSITION OF THE VEHICLE.

C. 5 HOOK POINTS ONLY WILL BE GIVEN TO A VEHICLE THAT HAS LEGALLY ENTERED THE EVENT, BUT DOES NOT HAVE A MEASURABLE DISTANCE OF MORE THAN 12 INCHES OR CAN'T HOOK TO THE SLED. IF THE PULLER WITHDRAWALS AND RECEIVED THEIR ENTRY FEE BACK FROM REGISTRATION, 5 POINTS FOR SHOWING UP WILL NOT BE GIVEN. IF PULL IS CANCELED FOR REASONS BEYOND CONTROL (BEFORE CLASS STARTS), INCLUDING RAIN, SLED BREAKAGE, ETC, 10 TOTAL POINTS ARE TO BE AWARDED TO EACH VEHICLE. VEHICLE MUST BE PRESENT AND SIGNED UP TO RECEIVE POINTS.

D. 35 PLACING POINTS PLUS THE 5 HOOK POINTS FOR 1ST PLACE, DOWN 2 POINTS FOR EACH FOLLOWING POSITION.

E. A VEHICLE WILL RECEIVE ONLY HOOK POINTS WHEN DISQUALIFIED.

VII. TRACK

A. COMPETITION TRACK TO BE 30 FEET WIDE AND HAVE A FINISH LINE OF 300 FEET. TRACK MUST HAVE A CHALKED/MARKED SIDE BOUNDARY LINES TO A MAXIMUM LENGTH OF 315 FEET. A FLOATING FINISH LINE TO A MAXIMUM OF 330 FEET IS ALLOWED IF THERE IS AN ADDITIONAL 100 FEET OF RUNOFF AREA. IF THERE IS INSUFFUCENT RUN OFF AREA THERE MUST BE A IMPACT ABSORBING BARRIER (I.E.6 FOOT HIGH SAND PILE OR A SIMULAR TYPE OF BARRIER) AT END OF THE TRACK.

VIII. NON ITTP LEGAL VEHICLES

A. THE PROMOTER HAS THE RIGHT TO ALLOW A NON-ITTP LEGAL VEHICLE TO PULL AS LONG AS THE PULLER CALLS AND ASKS FOR PERMISSION TO PULL, BUT VEHICLE MUST BE SAFE AND WILL BE SUBJECT TO TECH INSPECTION FOR SAFETY.

B. THE PROMOTER(S) MAY ALLOW VEHICLES NOT MEETING ITTP RULES TO PULL EXHIBITION AT THE END OF A CLASS. THE PROMOTER(S) MUST ANNOUNCE THAT THE VEHICLE(S) ARE PULLING EXHIBITION ONLY BECAUSE THEY DO NOT LEGALLY MEET THE RULE REQUIREMENTS FOR THE CLASS.

IX. ITTPA PROMOTERS EVENT RESPONSIBILITY

A. ONE FREE ENTRY TO THE PULLING EVENT, FOR EACH PULLING VEHICLE-TO BE REFUNDED AT GATE ENTRY OR AT PULLER REGISTRATION.

B. RAIN OUT POLICIES:

1. WHEN AN EVENT IS CANCELLED BEFORE ONE HALF OF THE ITTP SANCTIONED CLASSES ARE COMPLETED, THE PROMOTER WILL ISSUE A TICKET STUB/VOUCHER TO THE SPECTATORS WHICH CAN BE USED FOR ADMISSION TO A FUTURE EVENT. COMPETITORS REGISTRATION MONEY WILL BE RETURNED TO THE COMPETITORS.

2. WHEN AN ITTP SANCTIONED CLASS IS CANCELLED DURING THE CLASS, THE PURSE FOR THAT CLASS WILL BE DIVIDED EQUALLY AMONG THE REGISTERED PULLERS AND ONLY HOOK POINTS WILL BE GIVEN TO THE REGISTERED PULLERS.

3. WHEN AN EVENT IS CANCELLED AFTER ONE HALF OR MORE OF THE ITTP SANCTIONED CLASSES ARE COMPLETED, THE PURSE(S) FOR THE REMAINING CLASS(ES) WILL BE SPLIT EVENLY AMONG THE REGISTERED PULLERS.

D. PROMOTER RESPONSIBLE FOR OBTAINING ITTP TECH OFFICIALS.

E. PROMOTER RESPONSIBLE FOR PROVIDING A DAY-OF-PULL PHONE NUMBER FOR EVENT INFORMATION

F. INSURANCE COVERAGE REQUIRES THAT THE 2500 LB OF TOTAL ADD-ON WEIGHTS ON A COMPETING VEHICLE BE ENFORCED. (SEE SECTION V SUBSECTION B-1)

G. INSURANCE MONEY MUST BE PAID BY MARCH 15TH. INSURANCE IS $800.00 PER DAY. CONTACT DANNY FORRESTER IF YOU HAVE CONSECUTIVE DAY PULLS FOR 2ND DAY DISCOUNT. SANCTION FEE IS $50.00 PER PULLING DAY SESSION. SEND INSURANCE MONEY TO LINDA FORRESTER, 100 FOX HILL ROAD, SHIPPENSBURG, PA 17257. PLEASE SPECIFY ON YOUR CHECK, OR A MEMO, A DETAILED DESCRIPTION OF WHAT YOU ARE PAYING FOR.
